Baja shopping is interesting - Northern Baja just doesn't have locally made handicrafts with history; this Mexico state was largley uninhabited for centuries and finding indigineous work with tradition is pretty tough. However, Rosarito Beach has become famous for furniture shopping and, to a lesser if impressive degree, art -- you can shop for locally made furniture or artwork cheaply here in Baja, Mexico. Californians furnish entire houses this way, and art investors pay some attention to Northern Baja. You can also find a roundup of goods by Mexican state, like painted pottery from Jalisco (that's Guadalajara's and Puerto Vallarta's home state), in Rosarito Beach's indoor tourist mercado (near the Rosarito Beach Hotel), which is actually kinda a cool way to see a lot of Mexican artistic tradition at once.
The community of Popotla is probably the most interesting shopping district, where artists offer their wares in well-lit galleries and roadside stands. Popotla lines the road just south of the turnoff to Fox Studios.
